This is a draft proposal for a method to add new members to the board,
as just discussed on IRC.

The Board of Directors of Software in the Public Interest has seven
members at the moment. In
order to comply with article seven of the by-laws,
which dictates the board has to consist of eight to twelve members,
the board will be extended with three new members.
The procedure for adding new board members will be as follows:
* over a period of one week (7 days) candiates can nominate themselves,
* after which there will be a period of two weeks (14 days) during which
all contributing members can vote on the candidates.
Voting will done using the Condorcet method with Cloneproof/Schwartz
Sequential Dropping.
