I have two questions regarding this Treasurer's Report:

The SPI 5% listed is not 5% of the total income. I can see at least

Debian: 5% of 9996.42 is 499.82 vs 201.16 SPI 5%
freedesktop.org: 5% of 225.00 is 11.25 vs 7.50 SPI 5%
LibreOffice: 5% of 27365.00 is 1368.25 vs 93.25 SPI 5%
PostgreSQL: 5% of 4620.00 is 231.00 vs 56.00 SPI 5%

I found this page on the old SPI web page
http://oldwww.spi-inc.org/treasurer/the-5-commission.html/
which suggests that the 5% is not taken from every transaction
("Second, in some cases such as special grants the 5% may be waived at
the Treasurer's discretion."). Is this the case here?

If so, it would be great if the board could review this document from
the old web page, approve it and move it to the current web site.
(And maybe explain what "Treasurer's discretion" means in practice.)

Second, Fluxbox is listed to have income of 1669.85 USD but Fluxbox is
not listed to have had any expenses. Since I cannot find Fluxbox
among the list of cashed checks, I would have expected there to be
expenses for Processing Fees and the SPI 5%. Can you clarify if this
is an omission or something else? (Ah, I just noticed that Fluxbox has
total assets of 1669.85 USD and is a new project, so presusmably this
was a transfer of existing assets to SPI which didn't incur processing
fees and the SPI 5%. Is this correct?)

We spent a decent chunk of change to get to the Google summer of code
mentor's summit. This was before we were SPI official, so we routed
the payment to SPI after we were accepted as an approved project.

Yes, this is the case. A good portion of the funds received in December
2011 were grants from Google for participation in the Google Summer of
Code.

I typically exercise this discretion for conference sponsorships and
Google Summer of Code. I agree that this information should be provided
more clearly.

Fluxbox's total income as of 2011-12-31 was entirely from a grant from
Google for participation in the Google Summer of Code as mentioned
above.
